So, I'm pretty good at digital art. You have to be in my line of work (video engineering); and I do some airbrush freelance for fun and profit, so I have some knowledge of color matching, etc. I have a rather stupid question, though: How do I upload stuff to get scouted? Do I just upload with a newspost?

I think you're trying to get different things at the same time.
To get the Scout Rank you have to blam or save more "under judgment" uploads, click on the Flash Portal button to see the purple ones on the left column.
If you want to upload art just click the "Submit Art!" button on the Art page. You wil be redirect to this:
